This morning, Mayor Costi Kutteh and Police Chief David Onley proudly swore in three new officers to the Statesville Police Department during a special ceremony held at City Hall. The room was filled with friends, family, and fellow officers, all there to support and celebrate the start of a new chapter for these dedicated public servants.

Pictured below from left to right: Chief David Onley, Officer Beau Estaya, Officer Jessie Beam, Officer Patrick Ferguson, and Mayor Costi Kutteh.

Officer Beau Estaya

Officer Estaya comes to us from Los Angeles, California. He completed BLET at Mitchell Community College and holds a bachelor’s degree in criminal justice from Northern Arizona University. Becoming a police officer has been a lifelong goal, and he is proud to serve the citizens of Statesville. Beau is grateful for the unwavering love and support of his wife, children, Tita and Tito, and his parents.

Officer Jessie Beam

Originally from Kentucky, Officer Beam relocated to North Carolina eight years ago and is a 2025 graduate of the Mitchell Community College BLET program. He acknowledges the many challenges he has overcome, crediting his family, friends, and the grace of God for helping him achieve his dream. Jessie is deeply honored to serve the people of Statesville with gratitude and resilience.

Officer Patrick Ferguson

Officer Ferguson is a recent graduate of Gardner-Webb University with a bachelor’s degree in criminal justice. He completed Basic Law Enforcement Training (BLET) in December 2022 and has spent the past two years working as a Detention Deputy with the Iredell County Sheriff’s Office. Patrick is honored to continue his law enforcement career in Statesville and looks forward to serving this community.

Please join us in welcoming Officers Fergusson, Estaya, and Beam to the Statesville Police Department. We are proud to have them on our team and look forward to the impact they will make in our community.
